Summary
The study uses data collected by Better Factories Cambodia Transparency programme. The programme identified 21 measured aspects of working conditions and labels them “Critical Areas.”Using data collected between 2001 and 2017, the study explores the effect of public disclosure on compliance on these “critical areas”. The find significant positive effects of public disclosure on compliance. They conclude that most significant changes around the time of the implementation of the program were those areas
that had the lowest prior compliance (Emergency Preparedness and Bonuses). They also find that the the program was not
associated with rising compliance of the low-compliance factories listed on line. They recommend evaluating the survival of the low
compliance factories, in order to understanding whether increasing
compliance can be a strategy for survival, as this could shape transparency programs for other countries
into the future.
